ERSAT (Ending Rough Sleeping Assessment Tool)

The Rough Sleeping Assessment Tool has been designed to help Local Authorities assess the risk of individuals sleeping. It aims to offer a more objective and standardised approach to evaluating this risk, which in turn supports local decision-making. The tool uses indicators of circumstances and needs that are prevalent among those with a history of rough sleeping.

 

This task has been deployed to those Local Authorities that are part of the national pilot.


TABLE OF CONTENTS


Adding the task to the workflow 

  1. Click on "Add new ad hoc task".
  2. Type "Tool".
  3. Select "Rough Sleeping Risk Assessment Tool".



Note: This task is person based so that you can complete it for all adult members of the household. To do this click on the relevant household member.


Note: When you hover over the tool after searching, some text will appear called 'tool tip'. The tool tips were designed to only show text within the window. However it is worth noting that the full tool tip will be available to view on the right hand side of the screen once the task types has been added to the case and is selected. 



Completing the task

  1. Click on the relevant household member (if applicable).
  2. Enter the assessment completion date.
  3. Set "Tool Assessment Status" to "Open".
  4. Answer Questions 1 - 8 using drop-down lists.



Calculating the score

The ERSAT Score is calculated based on the answers provided for questions 2-8. In order for the score to calculate:

  1. Scroll to the top of the page.
  2. Click "Save".




Assessment Outcome 

The outcome of the assessment and scoring may then ask you to refer to specific provisions or to take specified actions depending on the threshold that your local authority has adopted. Once you are in a position to answer the assessment outcomes, follow these steps:

  1. Navigate to the case and click the "Rough Sleeping Risk Assessment Tool" task.
  2. Complete Assessment Outcomes A1 - A3.
  3. Scroll to the top of the page. If accommodated, change "Tool Assessment Status" to "Closed".
  4. Click "Save".




Monthly Reporting 

There are two elements to the monthly data requirements. The first is a bulk upload of assessments using the tool and the other is when one of the Assessment Outcomes A4-A6 have been reached. To run the reports:

  1. Click on "Reports".
  2. Click on "Your Reports".
  3. Click on the "All Report Templates" folder.
  4. Click the "Monthly Reporting" folder.
  5. Click on the "ERSAT" folder.
  6. Choose the relevant report, either;
    • "ERSAT Bulk Upload", or
    • "ERSAT Outcomes 4-6"
  7. Click "Edit".
  8. Amend the date fields.
  9. Generate the list.




Bulk Upload Process

This is the process of uploading relevant information to DELTA using the spreadsheet they provide you with. To do this;

  1. Copy the relevant data from the system into a new excel spreadsheet.
  2. Open the Bulk Upload excel file, that will have been provided to you by DELTA.
  3. Highlight and copy the values from each of the columns in the new excel spreadsheet, and paste them into the Bulk Upload excel file.
  4. Once the Bulk Upload excel file has been filled in, you need to log into the DELTA website and upload the spreadsheet.
